山西晉中人，中共黨員，博士，副教授，碩士生導師。主要研究偏向爲新媒體與社會治理、新媒體發展與地方政府治理創新、輿情生態治理。主持省部級課題
2項，其他研究課題5項；參與國家級課題研究3項，省部級研究課題5項，參編著作和教材3部；獲陝西省哲學社會科學優秀结果獎1項。
